Account frozen, not allowed to close it

We have a holiday house that we rent out. Out of the blue, our account was frozen and we were asked to present a multitude of paperwork, including deeds to the property, business registration, license, tax receipts, sales model, sales forecast, business plan, etc. There was NO dispute with any of the people renting our house. We are not a business and for the hassle this organization gave us decided to close our account. We were told we could do that if we provided deeds for the house and few other supporting documents, which we did. However, PayPal has now said that this is not enough: that we are obliged to provide all of the original list of documents to unfreeze our account. How can you close a PayPal account? Is there any way we can get our money out and go back to more conventional methods to transfer money.
