How a buyer easily can scam a seller with the help of Paypal

I sent a watch to Canada. $1350.00 First this the guy did was to file a paypal claim stating he never received it. Paypal held my money. I sent it express mail , so I pulled the tracking info and found where he signed for it. So called paypal , had them look it up and they restored my funds. Next day the funds where gone again. He stated Oh yeah.. Got a box but there was nothing in it. Paypal again gave him his money back. Funds gone for good. But I did later get an email from the buyer that said “Thanks for the watch!”
