How Does PayPal Make Money With My Money?

According to the San Francisco Chronicle, there are approx. 100,000 complaints outstanding at PayPal (Are any of these yours?). In many instances disputes can run on for months leaving people frustrated and out of pocket as they are unable to access their accounts. So what happens to the millions of dollars tied up in frozen accounts and disputes? Well, here is a clip from the San Francisco Chronicle that basically sums it up:

U.S. District Judge Jeremy Fogel of San Jose refused to dismiss a lawsuit that seeks class-action status on behalf of thousands of PayPal customers nationwide. A common allegation is that the company brushes off or stalls customer grievances for months and meanwhile freezes the customer's account and pockets the interest (So that's how they make their money!). No wonder they freeze so many accounts!

I recently has an awful experience with paypal and do want to make their life as hard as they made for me by taking a law action. I don’t have any experience at this field and would appreciate any advice you could give me including steps or organisations i should use or even a phone number i could call. My story probably similar to many others whose fait was decided by paypal ignoring logic, official documents and even law.
I have ordered a pair of expensive shoes online from http://www.momashop.it/ which the seller has sent to the wrong address, the seller admitted this fact in the email sent to my email address, it also has been confirmed by the UPS postal services on the official paper attached to my email address as pdf file. Despite admitting wrong on their side the seller refused to refund or compensate. The manager of this shop during my phone call to the momashop referred me to the UPS company to file a claim for compensation for the lost goods despite the fact that only the MOMA shop has any contractual rights to claim from UPS as a party to the contract for ups services. The seller refused to communicate or be in any way interested in fulfilling their obligations under the sale of goods act 1979. As i have paid with credit card using paypal (3 party) s 75 of the Consumer Credit Act does not protect me from any fraud or mistreatment. Paypal refused to acknowledged the official document of the delivery purchased goods to the wrong address and decided my claim in the seller favour stating that under paypal policy the seller has provided a tracking number and this fact is enough to state that the seller has fulfilled its obligations.
I would be very grateful for any thoughts, advise that could help me to build a strategy as i’m very determined to fight the fraud that is going on with paypal
