				<content:encoded><![CDATA[<p>Worse service ever. In the last 2 months Paypal has forced me to return items because buyers have suddenly developed a case of buyers remorse. This last time the item is being returned after 4 months. FOUR MONTHS! The item was as described and unopened. </p>
<p>Now when I get the item back and if it&#8217;s in good condition with all its parts. I will have to resell it at a reduced price. So I ask you: Why buy retail and worry about a standard 15-30 return policy when you can go to ebay, an online AUCTION site. Pay with paypal and basically rent an item for a few months and then claim it wasn&#8217;t as described and return the item for a full refund? </p>
<p>Paypal, I am NOT running a Rent-a-center here. I sell stuff in auctions to get ahead of bills and have a little extra cash. You have no respect for sellers at all. What&#8217;s the point of an auction if you are going well beyond a standard retail return policy. I swear, once a good Paypal alternative, you can kiss me goodbye. </p>

I was told that there were sorry but they could not help me to receive a refund. I should have used my american express card i would have never received such a treatment .Paypal only protects themselves not the consumer. I&#8217;am out of $268.00</p>

				<content:encoded><![CDATA[<p>Over a 4 week period from the end of January 2016 over £50,000 worth of fraudulent transactions were made through both our ebay and paypal accounts. These were carefully hidden on ebay by swiftly moving the sales to our archived page and on paypal the monies were swiftly moved to a false bank account which had been added to our paypal (and also confirmed somehow) all indicating both our ebay and paypal accounts had been hacked into.<br />
All these purchases had been made using either new ebay accounts and stolen card details or somehow directly through our paypal account with no invoices. each time between purchase, transfer to paypal and withdrawal to false bank account took less than an hour.<br />
It is obvious both our ebay and paypal accounts have been hacked into with several changes made to hide the transactions and others made to allow bulk purchases too.<br />
Despite all of this and many hours of emails, online chat and phone calls to both ebay and paypal(including paypal fraud department) they have both come to the conclusion that there is nothing wrong and we are liable for the full amount including £800 of ebay fees despite the fact paypal have refunded those people, leaving us with a total debt of some £50,000 +.<br />
The original card holders are claiming the money back as unauthorized use through chargebacks. One person had over £12,000 taken in a matter of days but his card company never question anything despite there being 6 transactions in total, likewise over £50,000 went through our payapl account in 4 weeks and paypal never questioned anything despite them all being massively larger than our usual sales&#8230;and they say they monitor every single transaction for suspicious activity. paypal were told of the false account added to our account and that is where the money has gone and NOT to us. It is all so obvious that it is fraud, but 2 months on and both ebay and paypal say there is nothing wrong and we are liable for the full amount, not the card compani es, not the banks, not ebay and not paypal&#8230;and they are the ones that process the sales&#8230; not us, we never see a customers bank details at any point. Just easier for them to chase us for the money and not the criminals. Also Action Fraud Online say there isn&#8217;t enough proof for it to make it worth their while investigating&#8230; so unless there is a massive U turn then this will end up in only one place&#8230;Court&#8230;Me against the &#8220;Big Boys&#8221;&#8230; and I can&#8217;t wait !</p>

My story starts about a year back. I sell, well sold sneakers and clothing with my PayPal account.<br />
I am in college in NYC and PayPal was the one and only way I supported myself. My knowledge of shoes and clothing was and is very extensive. I can tell if you are wearing a fake pair of Yeezy&#8217;s from across the street. So, basically what I am saying is that I made sure only authentic items came and went from accounts. </p>
<p>I got to the point where I was selling five pairs of shoes a day. Making over $2,000. This is where the problems began. I had one person return a pair of shoes. Okay, no big deal&#8230;I gave him his money back and it was back to business. I was happy and he was happy. A few weeks later, I had another customer want to return a pair of shoes. Once again, no big deal. It happens, its part of business. Two sneakers out of fifty. Well, PayPal did not like that. So, they limited my account. Why? Because my account raised suspicion. So I called PayPal up and no matter what I had to say their answer was the same. &#8220;I know this is not what you want to hear, but this is a very harsh decision that we take very seriously. We want to keep PayPal safe.&#8221; No Matter what I had to say, this is all I would get back. They could not go into detail about anything&#8230;because if they went into detail the bad people out there could find a way around the rules and PayPal would not be safe. Well, WHAT ABOUT THE GOOD PEOPLE? THE PEOPLE LIKE ME? Well, good people like me do not matter. They could care less. So there I was, over $4,000 in PayPal that I could not use for 180 days as a college student in New York. I had nothing to do. I could not ship items because PayPal was holding all my money. So, I emailed all my customers and got them to open return cases which I approved, of course. </p>
<p>I opened up a website accepting Stripe and got some of those customers to replace their orders via my website. But I did not have the capitol to buy and sell anymore. So my website was stale and nothing was happening. </p>
<p>Sooner or later, I decided to open a new bank account and clear my IP address and all that good stuff and tried to open a new PayPal. It worked, and for two weeks their I sold clothing out of my closet and shoes that I wore to try and get back on track again. Everything was going smoothly, I thought maybe this will work. I could not have been more wrong. I got back to making a couple hundred dollars every few days and was able to start supporting myself again. I made sure all my items could be proven authentic. But nope, once again PayPal swoops in and says my account must be shut down because of fraudulent activity. I called them up and asked why in the world they shut down my account?! What did I expect? An answer that made sense? Yeah right. All the representative had to say was, &#8220;Sorry, I know this is not what you want to hear, but I cannot go into detail about this. Just know we have people who are good at their job and this is a permanent decision.&#8221; WHY WHY WHY WHY WHY. I was furious, I literally had not done anything but sell some clothing!!!!!! Here I was, back again in the hole completely screwed by PayPal. No money except for the $500 in my account that I could not access. Well, it was eating in the cafeteria and walking everywhere. No school supplies or transportation for me. And here I am, completely and utterly f***ed in the ass by PayPal. </p>

				<content:encoded><![CDATA[<p>Comments: I used my PayPal account to sell and buy on eBay where I have a 100% positive record from  my buyers, not a single complaint from my clients in one year. A month ago a recieved an email from PayPal saying that my account has been limited because my activity violates some of the agreements I had with them. </p>
<p>The letter says: &#8220;Our decision is based on one of these reasons: You provided information we believe false, inaccurate, or misleading.&#8221; (Paypal uses the the phrase &#8220;we believe&#8221; meaning they are not sure if I was violating any agree agreement at all.)</p>
<p>The letter continues: &#8220;You sent or received money that could be related to fraudulent activity&#8221; (&#8220;COULD&#8221; another verb that indicates possibility.)</p>
<p>Continues: &#8220;You have more than one account with a negative balance&#8221; (FALSE!!!)</p>
<p>Continues: &#8220;You are in violation of an agreement you have with PayPal such as the User Agreement, the Commercial Entity Agreement, or the Acceptable Use Policy&#8221; (I took the time to read all that and I wasn´t violating anything stated there.)</p>
<p>I made two calls, asking why they closed my account and the answer was the same, according to the agreement they have the right to close and account and not telling the client the reason for such an action. </p>
<p>What the f*^k?</p>
<p>This is a country where a person is innocent until proven guilty right? </p>
<p>Is PayPal a supra-constitutional entity that judges and gives sentence to a person without even communicating the charges and with no right to defense?</p>
<p>Of course, PayPal waited until there was an substantial amount of money in my account to close it, I used to transfer the money to my bank account almost every day, but the week I didn´t, when I had $2600 they decided to freeze it. And the say they are going to keep &#8220;MY MONEY&#8221; for 45 days.</p>
<p>I was wondering how many millions of other people dollars has PayPal in their accounts in &#8220;hold&#8221; every day?</p>
<p>This is certainly a financial business-game and PayPal uses OUR MONEY to invest and, when they need extra cash they freeze accounts in order to retain more money for 45 days.</p>
<p>PayPal runs a Monopolistic and Corrupt business, they excuse their illegal actions with the &#8220;User Agreement&#8221;. F*^k that! No crappy agreement can be over the law and the constitution!!!</p>

				<content:encoded><![CDATA[<p>In October of this year I sold two items on Ebay for $355.00 net, with shipping a total of $383.91. I paid for the shipping at my post office. October 23, Paypal issued me a check for $315.72.<br />
November 16, Paypal deducted $39.60 seller fee, from my credit card, stating only that it was a payment agreement with Ebay. This is a double charge of seller fees. Over the past several days I have been in contact with both Ebay and Paypal, but they each refer me to the other back and forth. No resolution.<br />
It seems that the customer service representatives are reading from script pages. Also, I have referred the matter to VISA to see if they can resolve the problem. I would not resort to contacting the Federal Trade Commission, except that it seems that a number of their customers are having this problem, which could conceivably be in the millions of dollars of undue profit for Ebay and Paypal. PayPal needs to be stopped in their scamming ways. </p>

<p>After calling PayPal several times to no avail I called my bank and they said PayPal had my money.I called PayPal and finally after being on the phone for half an hour they told me that it would take a week to show on my account and after that I could transfer it back to my bank account..It had been three weeks by then that PayPal had my money.When it showed up in my account I made the transfer and it said it would take a week for the transfer.I asked the rep if I could expedite and she said to call my bank.The bank told me what PayPal needs to do so I called PayPal and I was on the phone for 45 min and the rep said that doing a check instead would be quicker so we went ahead with that and I kept telling her that it tells me it will take two weeks,and she assured me that she would fix it and the funds will be available in a couple of days .</p>
<p>Then I get an email from pay pal saying that it will be a couple of weeks for me to get the check and they also charged a fee.I called PayPal and spoke to their supervisors and complaint but other than saying sorry they did nothing about it. I am having to pay late charges on my bills because I don&#8217;t have the available funds.</p>

				<content:encoded><![CDATA[<p>Tried to use the Ebay global shipping program for the first time and sold a printer. Buyer agreed to a price with shipping but only paid a portion of the total. Ebay would not let me ship because payment was incomplete. Buyer got mad at me for not shipping but Ebay never let me have the address. Spent days on the phone trying to resolve and tried to be a good seller by keeping the buyer updated on the situation. Buyer refused to correct the payment and I ultimately opened a case in Ebay for non-payment since that was the only way to cancel this problematic order. I won the case and the order was cancelled and the buyer refunded. Then the buyer then opened a second case in Paypal to get his/her money back twice. Paypal automatically sided with the buyer and ignored any proof I sent them about the already settled case in Ebay. Paypal stole money out of my account to give to the buyer who I am convinced did all this on purpose to get double their money back. It was a trick from the beginning and Paypal fell for it. This scam artist got away scott free and I have a negative account balance which I refuse to pay because I should not have to. I was in the right and I wasted a ton of my time. I do NOT owe them anything but Paypal has sent the balance they stole to multiple collection agencies.</p>

				<content:encoded><![CDATA[<p>I bought some perfumes from a guy in Italy via ebay in May last year which he sent via EMS. Months and months passed and I received nothing. I checked the EMS tracking website and it said that they had left Italy a few days after I purchased them.</p>
<p>I opened a dispute with Paypal and I sent them all the details including a screenshot of the tracking information.</p>
<p>They then sent me a &#8216;standard&#8217; email claiming that I had received the package and my dispute was then closed! I appealed their decision again stating that I never received the stuff and again they sent me the same standard email!</p>
<p>After searching around for a while I found their telephone number in Luxembourg and I spoke to a guy there and explained my case. Basically, he didn&#8217;t want to know! After countless emails and being ignored by Paypal, I finally decided to dispute it via my credit card. I got the money from them within a week, no questions asked!!!!</p>
<p>I think the package got sent back to the seller and he pocketed the money as well as the merchandise!! and since he has Paypal plus, Paypal took his side.</p>
<p>Paypal and their customer services is total crap!!!</p>

I made the payment of 402.99$ of which 167$ were deducted from my paypal account and rest around 235$ from my bank account. PayPal showed transaction as successful and i received a confirmation email with the transaction ID.<br />
However the seller (OnePlus2) still showed payment as pending and there was no record of it on PayPal account page.<br />
I called a customer care representative and  shared the transaction ID with her and she said that there is some issue and she think the transaction is successful. I told her that the seller cannot see a payment received and my invite would be void in 2 hours. Before we could complete the phone got disconnected.<br />
To my horror when i called again somehow mysteriously this transaction ID stopped showing any details for PayPal customer service as well as for me. I went through a pain of 2-3 hours from one agent to another repeating it, till my call was forwarded to a senior agent who refused to accept any transaction as he cant see it.<br />
I asked him to justify the 167$ deducted from my paypal account and asked where it went and how is my balance zero. At this he realized the miss and put me on hold multiple times before giving me the best statement of the year &#8211; &#8220;Sir for now what i can say is we don&#8217;t know where your balance went. I will have to go through my engineering team&#8221;.<br />
Since it was clear I was not getting a resolution soon and my invite would be voided I made the purchase again and this time the seller accepted the payment and an order was made with an order number. However next day i see 402.99$ deducted from my Bank account which is current but also a 235$ charge which is for the missed transaction and somehow two transactions show up on paypal page.<br />
Calling the customer care again was painful as now they were arguing they can see two transactions (Obviously as they did something overnight) and asked me to call OnePlus. Now i called OnePlus and they were right at their end as they only have data for one because only one order was done and only one order number generated. And they suggested me to call PayPal.<br />
Again i called Paypal and they finally said they could do nothing but dispute one payment. It was a two day nightmare. It does sound scary for your financial account holder to say your balance just vanished and we cannot see it. It is still resolved and not sure how much hassle i will have to go through in the coming days.</p>
