A month or so ago I sold someone on EBAY a NEW DVD for $14.99 + $5.00 PH&I = $19.99. The person paid with PAYPAL and I shipped the DVD USPS Insured first class a few days later.
After 10 days the buyer filed a claim with PAYPAL stating he did not receive the package but never bothered to email or write me to inquire about when the DVD was shipped.
The USPS states that it should be allowed 30 days to ship a package before there can be a trace or an insurance claim. And because the package was insured for less than $50 the USPS gives an insurance receipt but not a trace number.
I contacted PAYPAL and both faxed and emailed copies of the USPS INSURANCE RECEIPT, which clearly had the buyers address on it as proof that I shipped the package to him. By return PAYPAL notified me that they do not accept the USPS postal insurance receipt as proof of shipping (only “delivery confirmation” numbers). It seems PAYPAL requires the seller to provide PROOF OF DELIVERY… everyone else only requires the seller to provide PROOF OF SHIPPING. Why is the seller responsible for the item when it is in the hands of the USPS? It’s the responsibility of the seller to provide proof of shipping the the USPS to provide proof of deivery – THUS THE REASON FOR INSURANCE!!!
PAYPAL ruled that I could not provide the necessary proof and therefore in their eyes I NEVER SHIPPED THE PACKAGE (even though I had valid PROOF accepted by the United States Government) and allowed the buyer’s claim for a refund. PAYPAL WITHDREW THE ENTIRE AMOUNT OF $19.99 FROM MY ACCOUNT WITHOUT APPROVAL.
Now, 30 days later the buyer claimed the package still did not arrive and I was forced to file an insurance claim to recover my loses… BUT: (1) The USPS only refunds the cost of the item, NOT PH&I (at minimum I’m out $5) (2) PLUS The buyer REFUSES to sign or return the postal claim stating the item was never received… So in the nutshell… I am OUT $19.99 and did
PAYPAL JUST TOOK THE MONEY OUT OF MY ACCOUNT AND REFUSED TO ACCEPT THE UNITED STATES POSTAL SERVICE INSURANCE RECEIPT, WITH THE BUYERS ADDRESS CLEARLY ON IT, AS PROOF OF SHIPPING…
What really gets my goat is the fact that in this case PAYPAL sided with the buyer even though I had legal proof..
I will NEVER use the service again.
