Mailed $250 camera and eBay refunds buyer!

I sold a camera for $250 through eBay, mailed it to the buyer using the eBay-sold USPS postal service, and eBay has refunded the buyer the purchase price by debiting my PayPal account!

I sold a Minolta 7D camera on eBay on 6/16/2013 to an eBay customer in Russia. The buyer paid me $249.30 through PayPal, which did not include insurance for the package.

At the time of the end of the auction, eBay offered me a single option for mailing the item, a USPS postage service, which I purchased from them. They provided me with a USPS tracking number for the item at this time.

On 6/21/2013, 4 days after the auction ended, I mailed the package to the buyer using the USPS, using the postage label that eBay provided me when I purchased the postage from them. The USPS tracking web site shows that they received the parcel on 6/21/2013 and that it is currently in transit to the buyer. The USPS have advised that this type of postage can take up to 8 weeks to deliver.

Four weeks after I mailed the package, the buyer sent a claim to eBay asking for a refund, stating that he had not received the item. eBay ruled in his favor, stating that the tracking service that I had used did not have delivery confirmation. Based on this ruling, they refunded him the purchase price of $239.30 and debited my PayPal account for this amount.

I appealed this ruling and eBay again stated that the tracking service used was not sufficient (the tracking service that they sold me…!). They refused to credit my account with the $239.30. Further e-mails to eBay on this subject have been ignored.

I did EVERYTHING I could possibly have done to transact this in good faith. At this point I have sent a $250 camera to someone in Russia, and eBay has refunded them the purchase price, based on their word that they have not received the camera. This is unacceptable business practice on the part of eBay, especially when they sold me the very postal service that they now say was deficient.
