PayPal's Customer Service Sucks

I am slowly being driven mad by Pay Pal.I signed up for a consumer account about a year ago and haven't needed to use it again until yesterday.Needless to say I have forgotten my password and security questions.I have emailed Pay Pal,and I have called them.I have gotten nowhere.They refuse to help me on any level.I am really angry with them,and I feel powerless to do anything about it,since Pay Pal will not deign to answer my emails with anything other than a form letter.They put me on hold for 15 minutes when I called,which is unacceptable since it is long distance.I have not tried to call back.
Why do merchants use this service?their customer service is appalling.
