Payments Made Twice

I purchased tickets on E-Bay and paid for them through my PayPal account.  When I opened my AOL email, I noticed I had received two confirmations which stated funds of $350.00 were paid to the seller.  In other words, tickets which costs $350.00 were now costing me $700.00.  I called PayPal and after holding for 20 minutes the person on the other line tells me this happens all time. 

Payments are made twice!  She said there was no way they could refund my money to me, the seller would have to issue a refund.  Fortunately, the seller issued a refund that day.  Not only were the funds pulled from my checking account the day of the purchase, PayPal is now telling me I have to wait 3-4 days to get my refund. 

Next, they told me once the funds are released, I can withdraw the funds and put them back in my checking account.  When I did this, I got another message my funds would be held for another 3-4 days.  In the meantime, I am out all this money while they enjoy the benefits of “sweeping” my money into an overnight account which draws interest (every company does this with cash on hand accounts).  I am out the money for a week.  I would like to know if anyone else has had this happen and would they consider filing a class action lawsuit against the company. This is illegal!
