PayPal is allowing buyer to keep our phone and their money.

We sold a iphone4 to a buyer…the buyer told us we sent the wrong item.. They wanted us to send the right item.. We explained to buyer that it was our only phone.. They sent a message asking us what was the lock code.. We thought that was the end of it.. The buyer sent messages asking us for the right item.. We finally told the buyer to send it back and we would refund the money.. We heard nothing.. Then we have the money he paid refunded back to the buyer.. We did not receive anything about a case.. We contacted ebay and they told us it was a paypal issue.. We contacted PayPal.. They said the sent messages to my gmail.. It was going to my spam.. They didn’t get a response so they refunded the buyer his money.. We appealed.. Why would we not respond. The buyer has our phone and got his money back.. The are helping this buyer steal our phone.. We keep contacted them.. It shouldn’t matter if we didn’t respond in the beginning.. We where unaware.. We explained the situation and they are still allowing this buyer his money and our phone.. This is theft.. What can we do.??
