Can I take Paypal to court?

Hi I was a seller on ebay and received fraud paypal emails telling me the transaction was processing. I sent the item out based on these “paypal” emails saying the transaction was processing. The site never actually had a transaction besides the money request I sent and no transaction on ebay I was a new user to both paypal and ebay but sent it base in the money back guarantee. I am located in the east coast does this mean I would have to travel to California for small claims court? Any advice would be helpful thanks

    I’m in California and a seller on ebay. They constantly withhold my payment for 21 day. I have no control over whether or not people leave me feedback. I always leave feedback for my customers. I had one customer ask me to ship all three of his items in one box, but then he left me 3 negative feedback on my shipping. It’s like I am dammed if I do and dammed if I don’t. Either way I loose, and now this is affecting my day to day life. Right now they are withholding over 1100.00. I can’t even go grocery shopping or pay a bill. They will release one payment here one payment there, but it’s never anything substantial. I don’t see how this is legal. I am so frustrated.
