PayPal keeps rejecting my financial institution’s attempts to transfer money

PayPal keeps rejecting my financial institution’s attempts to transfer money from my checking account to my PayPal account via Bill Pay. What is bizarre is that PayPal is rejecting it’s own account number, telling my financial institution that the PayPal account number is incorrect–but it’s the account number that PayPal displays on my account page with instructions for moving funds into PayPal with Bill Pay!! My checking account does not need to be linked to do this (nor do I want it to be). PayPal seems utterly baffled by this. Has anyone had this issue and if it was resolved, how so? Thank you.
