PayPal Resolution Futile

My experiences with Paypal began when I thought I filled out part of an application for payment to an on-line retailer. I stopped when I developed serious concerns about their privacy statement and their ability to safeguard my information.
Since then I’ve received several messages from their ‘Service’ department regarding my ‘flagged’ account.
Correspondence with Paypal led to their denying that such an account exists, but I contiue to receive from Paypal regarding alleged third-party attempts to use ‘my’ account.
All my efforts to contact Paypal and resolve these matters on-line or by phone have proven futile.
