PayPal Security Problems

I am a buyer and use Paypal to pay for items purchased on Ebay.  My account was comprimised by Paypal and it took me about two months to get bogus charges reversed.  Someone got into my account by knowing an old credit card number (it was a cancelled credit card I had not used for about a year but I had it listed in my Paypal account) and my email address.

Paypal will let someone into an account with only these two items-a password is not required. Once they got control of my account they got a debit card issued and then sold bogus items on Ebay with payment to my Paypal account.  They got the cash using the Paypal debit card. Once merchandise was not shipped the buyers complained and the charges were then reversed in my account.

This means that I then owed Paypal for the bogus sales because the cash was in the hands of perpetrator.  Paypal reversed these charges eventually but it took many calls and letters to get this done. I tried to contact Paypal security to explain that they have a hole in their security policy but no one wants to hear this. They simply igonore what I am saying and send me standard material on security. I would really like to contact the CEO of Paypal but have not been able to get the address to send a letter. 

Does anyone know how I might contact the CEO?
