Is paypal stealing my identity?

Had my paypal acc frozen for this reason: “Feb 19, 2013: Someone else reported receiving your Street Address Confirmation letter in the mail.” When I called and asked them about it the rep said “Oh, that is just automated responce. Don’t worry about that.” Was never given a reason why my acc was frozen. I then provided my photo ID, proof of address, social security card, banking information, and tax return information. Shortly afteter I got an PayPal appeal denied email. Are they stealing my identity? Are they using the $ I had in my account for investments for 6 months before they release it to me? How is this legal again?
