Can PayPal really do this?

Hello my Ebay account got shut down on the basis of it being linked to a previously banned account, I tried to contest but they are having none of it. ( I think its because I was successfully selling items drop shipped all over the world ) Then paypal put a hold on my funds asking me to prove who I was, then produce invoices then produce tracking numbers for the items I have sold amongst other demands for over a week…. after jumping through hoops and providing all the information they requested, they have now decided to part ways to save financial loss and are holding my money.

in their words initiating the closure of your PayPal account because of certain activity that took place relating to your account. This measure is necessary to protect us from potential financial losses.

Surely its my money and them holding it is against the law? although I am guessing they have some written agreement I signed that allows them to do so in the terms I have missed?

Hey there bro, yea it seems you’ve been caught in the interest scam that Paypal loves to dish out on random users.

But hey, no fear! I just got an email today saying that Paypal is leaving eBay. That being said, I think we will be seeing better things in the future (2015) where eBay will have no say in holding funds.
