Paypal took/refunded more money then what I received from the buyer

I used Paypal to sell an item on eBay. I then tried to use the money to cover the cost of the item but then they locked my account. I tried to refund the money to the buyer since I could not continue the transaction knowing that my funds are locked. After a month of them reviewing the case they closed it and sent back the money to the buyer. In addition to that they charged more then what I received meaning that now I am in a negative balance. And now when I try to contact customer support I got this message. They decided that I am a fraudulent user and just banned my account with no proof of me doing anything illegal . I have dealt with paypal before but this is just rediculous to take more money back then what i received from the buyer. And their customer support keep touting the same thing we will get the money by any legal means. Its only 76 cents but its the principal of the thing.

Due to the potential risk of chargebacks and other risks of funds reversals, your balance will be held 180 days from the date of the limitation. At that time, any remaining funds will be available for withdrawal.
