PayPal's Apparent Foreign Policy

This has happened to me twice. PayPal now enables foreign buyers to cheat US sellers. Many foreign buyers have learned that there is no tracking on USPS foreign shipments that can be submitted to PayPal to varify shipping. The customer waits until you have shipped and them files a non-receipt complaint.

Our friends at PayPal prompty deduct the full purchase price from our accounts and in 2 weeks returns it to the buyer. It doesn't matter if you were a charter PayPal member and have 100% feedback, it is "policy".
