Password Theft in PayPal

On June 4th of this year I received a telephone call from a man I did not know. He said he had been notified that he was going to be paid a sum of money from me through PayPal and eBay. Since he did not have anything on eBay, this sounded suspicious to him - he called me, had my phone number, my email address and who knows what else.

When I went into my PayPal acct. there were 23 charges, all on that day, to my account; the perpetrators had accessed my bank account, my Visa account and my PayPal account. It took me weeks to get it all straightened out, not to mention all the filling out of numerous forms. I had to close my bank account, cancel my Visa and PayPal would not let me close my account as long as there was anything in the way of a debit balance. 

I have tried to access my account on PayPal, only to close it, without success, and today can't even get to the site. Last night they kept giving me error messages, telling me that my account was "limited" and that I could not access it.  It has been showing a "zero" balance for over a month now - I want to close it. I bid on an item on eBay, got the bid, and now I have to go out and buy a money order just to pay for it.
