Paypal’s website is VERY misleading

I sold 4 pairs of tickets on StubHub and was to receive payment of $472 through PayPal. I only signed up for PayPal because that was the only way I would be paid . On their website it clearly says that I could transfer up to a maximum of $500 to another person. Nowhere on the site does it say that I had to link a credit card or bank account to PayPal in order to transfer the $472. I called PayPal beforehand to ensure that that was the case because I would never buy anything that required usage of PayPal. Well when I went to transfer the funds I was told that the amount exceeded my limit. Huh?? I called them several times an received several different explanations many of which contradicted each other. Finally a supervisor said that i would have to indeed link a bank account or credit card in order to send the funds. I told her that was Not stated on website. She apologized but said that my only option was to fax proof of i.d. and address wait for them to send me a check and then go cash check and then “send” money in person. All B.S. !!!
