Refusing To Refund Me

I accepted what I thought was a service from Paypal in purchasing online forms which I thought they would execute for me. What I found was they charged me for a form that I could download for free and they argued with me repeatedly like a 12 year old child. After I asked 5 times for an escalation path to refund my money they sent a message to refund but input the following reason:
Customer did not bother to read before making her purchase and therefore made several incorrect assumptions. Now she expects us to pay for her mistake. Thanks
In my option this is no way to maintain a good image ith your customers and was completely unprofessional.
