Service suspended because paypal doesn’t submit payment to provider

Paypal has restricted my account 4 times in 4 months. I have been in the same location, using the same address, the same cell number, the same bank account and sending money to the same service provider. Nothing has changed but paypal keeps restricting my account. The main problem is that although I submit everything they ask for to confirm my identity…they still take weeks to submit the funds to my service provider. When they restrict my account they take back the funds from my service provider and put it in their “OPEN CASE” resolution area. Once I confirm my identity, why don’t they resubmit funds to my service provider instead of holding it? They keep sending me boiler plate responses that have nothing to do with what I had asked them. It appears they are holding these funds to make interest. They should submit the funds to the intended entity as soon as I confirm my identity. I always send countless messages to them but never do I get a straight answer…My service provider then suspends my service until paypal submits the funds to them. This causes tremendous problems for me. Paypal has problems… Can anyone help to correct this nightmare?
