Was told USPS is too slow for PayPal’s system for me to get refund

I bought a tablet computer from a Chinese company. When it arrived I noticed the screen was scratched. I also noticed the plastic bag for the charger had been opened. When I tried to get it working with my wifi it couldn’t find my network. Only when I put the tablet next to my wifi router did it connect. I called the vendor and they told me I should take it to a computer store to be repaired. I asked for my money back. They refused. I filed a claim with PayPal.

The first PayPal did was tell me to ship the tablet back to the vendor, and then call them back with a tracking number. I shipped the tablet and called PayPal and gave them the tracking number. Today I got an email from PayPal telling me they were closing the case because the tracking number I gave them wasn’t valid. I went on line and was able to track the package without a problem. I called PayPal again. After speaking with several people I was told that they could not help me. That I would not get my money back because USPS is too slow for PayPal’s system.

Shouldn’t I have been told that up front? Now I’m out the extra $20 it cost me to ship the package
