What Can I Do Now

My recent problem happened with Paypal through Ebay. I sold a list of wholesalers to a customer on Ebay. The buyer paid me via Paypal and I emailed them the list of wholesalers. 6 months later I recieved a notice from Ebay stating that the buyer was claiming to have not recieved the goods. Paypal wanted proof (a tracking number). Since the list was sent via email (to save on shipping) I did not have the proof that they wanted. After there 60 day investigation Paypal paid the buyer back $189.00 and now they’re telling me that I have to give Paypal $189.00 or I will be turned over to a collection agency.
So I printed out the list of wholesalers on paper and mailed it to the buyer. Both envelopes came back REFUSED. Does anyone know what I can do to avoid refunding this money? The buyer recieved the list they paid for, and I’m getting screwed from Paypal. My email address isĀ smileybrody@hotmail.com
